Pinion gear restriction is usually implemented on the motor mount. Take the Tamiya M03 as an example, due to its unique screw holes layout, your choice of pinion is rather limited.
However, if you use just one screw and keep it tightened regularly, a larger pinion (such as a 23T) can still be used, and the performance gain can be impressive.
The picture below shows a vintage Kyosho Pureten EP. The motor can take max 21T pinion. However, by removing some plastic from the motor mount, we managed to put in a 23T.
