Building a rescue boat is never easy. You may start with building a custom mount addon for an existing boat and then add PVC pipes to it. However, without carefully adjusting the weight balance the boat will never be able to sail properly. It may even dive. PVC pipes are heavy relatively to a RC boat, therefore it may not be wise to use a small boat for this purpose. Expect to go through a lot of testing and configuration changes!
